The project has three main aims:

* To ensure the physical protection of the inscriptions and gravestone monuments in the Roman city. Pedestals for statues and dedication inscriptions  have been kept where they were found and therefore roofing is needed to protect them from rigid weather conditions without delay. The inscriptions provide precious data about life in Nicopolis, about housing and sanctuary construction, visitors from the imperial family, cult practices, etc. Names have been revealed of prominent citizens who had lived and performed various public duties in the city. The monuments are located on and around the open-air square of the forum as well as in the  bouleutirion, the building which housed the council of citizens. Box-form wooden shelters will be constructed for each pedestal, as a protection against humidity, rain, snow and blizzards. A wooden roof construction will be placed over the bouleutirion inscriptions. A lapidarium  will be formed using the gravestones  which are now located north of the archaeological base. All artifacts will be cleaned by conservators and will be put under roof construction to protect them from physical damage. The lapidarium will also be a suitable resting place for visitors to the Roman city. The abovementioned activities will be accompanied by a full scale site clearing, including all tiers of vegetation, with special attention paid to archaeologically researched areas and the tourist route. This is an important activity because plant roots erode architectural monuments, lead to fractional or significant damages, and in some cases to their utter destruction.

* To build roofs to preserve three Roman monuments: a well; a drainage canal, passing through the central part of the forum; and a pedestral for an equestrian statue of an emperor. They perfectly illustrate the high level of water-supply and canalization of the Roman city and the cult practices performed there. Each of these monuments is well-researched and of considerable interest to scholars and visitors alike. 

* The third aim of the project is to undertake several steps to popularize these acts of preservation and to facilitate the visits of guests to the site. By erecting signs and information-boards, visitors will have easier access to the archaeological preserve and to useful instruction on the most significant buildings and sites – the northern gate, the thermoperipatos, the bouleutirion, the Odeon, the forum, the entrance to the reserve. Important historical events will be explained in Bulgarian and English and illustrated with model graphics. Visitors will be given richly illustrated  bilingual (Bulgarian and English) brochures. The latter will also be used to present Nicopolis ad Istrum on tourist markets and to tour operators. Nicopolis. After the completion of the project, tourists will have the chance to take away tokens from their visit to Nicopolis in the form of souvenir tickets and copies of 2nd-3rd century coins minted in the city, which will have made in advance under the project.
